Mitigation

mit-i-gate (v): to make or become less severe or intense: moderate.

Mitigation, as it relates to emergency management, is any action taken to reduce or eliminate risk to people and property from hazards and their effects.

Hazard

An event or condition that has the potential to cause fatalities, injuries, property damage, infrastructure damage, agricultural loss, damage to the environment, interruption of business, or other types of harm or loss.

Hazard Analysis

A hazard analysis is the process of identifying from which hazards a jurisdiction is most at risk for damages and losses and which areas would suffer the greatest impacts.

Risk Assessment

Risk is the possibility of loss or injury.

A risk assessment is the process of measuring potential loss of life, personal injury, economic injury, and property damage resulting from hazard events.

How is Mitigation Different than Preparedness?

"Mitigation" is different than "preparedness". Mitigation strategies are activities that can be taken ahead of time to actually eliminate or significantly reduce the impact on a hazard event. Preparedness strategies are activities that help to ensure that you are prepared for a hazard event when it happens. The Plan

The Disaster Mitigation Act of 2000 places new emphasis on State and local mitigation planning for natural hazards. It also establishes a national Pre-Disaster Mitigation Grant Program. To be eligible for grant money to put toward mitigation projects through Maryland Emergency Management Agency (MEMA) under this program, as well as FEMA's Hazard Mitigation Grant Program, a jurisdiction must have submitted a plan to the Federal Emergency Management Agency (FEMA) for approval by November 1, 2004. The process of developing this plan primarily consisted of the following general tasks:

  • Hazard identification and analysis
  • Risk assessment
  • Development of mitigation strategies
  • Establishment of a plan maintenance process
The hazard analysis and risk assessment were provided to MEMA for their review during the middle of the process. The next step is to identify feasible mitigation measures that should be included in the plan. The plan covers the unincorporated areas of the County as well as all of the municipalities. With the exception of dam failure, it currently includes only natural hazards, which are the only hazards FEMA requires to be addressed. Other types of hazards may be added later.

A community meeting was held on August 19, 2004, to present the draft plan and the proposed mitigation measures and get feedback. Comments from this public workshop, as well as meetings held previously with representatives from the towns and with the Local Emergency Planning Committee (LEPC), were incorporated into the plan.

The plan will need to be reviewed and updated on a five-year cycle. Therefore, the mitigation measures included are those that are most feasible and likely to be implemented, especially as FEMA requires proposed mitigation measures to be accompanied by a timeline, responsible agency, and funding source.

Review and Approval by the Maryland Emergency
Management Agency (MEMA) and the Federal
Emergency Management Agency (FEMA)

The draft Hazard Mitigation Plan was sent to MEMA on August 31, 2004, for review and comment. Comments were received from MEMA in early October. Because the comments were very positive, minimal revisions were needed. The changes were incorporated into the document, and a final draft was delivered to MEMA on October 17, 2004, to be forwarded to FEMA for review and approval. The deadline for all jurisdictions to submit a hazard mitigation plan for review and approval was November 1, 2004. FEMA officially approved the Hazard Mitigation Plan on November 15, 2004. The Carroll County Commissioners officially adopted the plan on November 29, 2007.

Adoption by County and Each Municipality

Adoption of the plan by the County Commissioners and each municipality is required for eligibility to receive federal disaster mitigation funds toward local projects.
