OFFICE OF ENVIRONMENTAL COMPLIANCE

Environmental Compliance Officer - Oversees the operations of the Office of Environmental Compliance and is responsible for the County's compliance with Federal, State, and local environmental laws and MS4 NPDES permit administration. Acting as liaison, the position also provides technical assistance to the County Environmental Advisory Council. This position is currently held by James E. Geographic Information Systems (GIS) Analyst - Environment - Works with Carroll County and municipalities' personnel in geographic information system use, installation, repair, documentation, training, problem solving, and projects in support of MS4, NPDES compliance, and related resource management needs and in accordance with Federal, State, and local regulations. Environmental Compliance Technician - Provides a wide variety of administrative and technical duties, including coordination of calendars, providing secretarial services under the direction of the Environmental Compliance Officer, assists in preparation, monitoring, and payment of invoices for the operating and capital budgets, screens and provides information in response to other County agencies, State and Federal agencies, and the public. This position also provides administrative support to the County's Environmental Advisory Council and technical support to the Compliance Officer. This position is currently held by Anna L. AGRICULTURAL LAND PRESERVATION PROGRAM

Agricultural Land Preservation Program Manager - Serves as the local Program Manager of the Carroll County Agricultural Land Preservation Program. The Program Administrator assists landowners who voluntarily petition their land into Agricultural Preservation districts and sell Agricultural Preservation easements. This position works closely with, and provides staff assistance to, the Carroll County Agricultural Preservation Advisory Board, Planning Commission, and County Commissioners. Ralph L. Agricultural Land Preservation Specialist - Coordinates program outreach and assists landowners from the application through the settlement process of the various Agricultural Land Preservation programs. Works with the Carroll County Agricultural Land Preservation Advisory Board in accordance with Federal, State, and local laws, and within the goals and objectives of the Carroll County Department of Planning. Works directly with the State in directing the project agreements under the Upper Patapsco and Little Pipe Creek Rural Legacy easement programs. Jeffrey C. Agricultural Land Preservation Technician - Offers technical skills in research on preservation projects, and completes State and local certification reports as required. Office Associate IV - Provides secretarial support and services to the Agricultural Preservation Advisory Board and program staff. Prepares agendas for Board meetings and prepares minutes and follow-up correspondence. Researches property deeds and tracks application procedures for each of the land preservation programs and maintains the GIS database for these programs. COMPREHENSIVE PLANNING DIVISION

Planning Manager - This position coordinates the initiation, monitoring, and completion of comprehensive planning projects for the Bureau as directed by the Bureau Chief. Comprehensive Planner - This planner acts as planning liaison to the Town of Mount Airy and Election Districts 9 and 13 and works with the Finksburg area and Election District 4 in the implementation of comprehensive planning. Comprehensive Planner - Assigned to work directly with the City of Taneytown and the City of Westminster in the implementation of comprehensive planning. Also responsible for planning projects in Election Districts 1, 2, 3, and 7 and is temporarily providing support to the Town of Mount Airy and Election Districts 9 and 13. This position is also responsible for compiling and maintaining demographic data related to planning. This position also works with the Cooperative Forecasting Committee at BMC. Comprehensive Planner - This planner is assigned to work with the Town of Sykesville, the Freedom Area, and Election Districts 5 and 14, as well as temporarily providing support in Election District 4. Comprehensive Planner - This planner is assigned to serve as the liaison planner to the Towns of New Windsor and Union Bridge. Also, assigned as planner to Election Districts 10, 11, and 12 and handles historic planning. This position works with the Historic Preservation Commission and is the office contact for the inventory of historic sites for Carroll County. GIS DIVISION

GIS Supervisor - Planning - This position is responsible for overseeing the GIS projects for the Bureau as directed by the Bureau Chief. This position supervises the Bureau's GIS Division staff, and is responsible for the update and maintenance of the County's parcel data/layer, the Buildable Land Inventory, historic districts, and other special projects. GIS Analyst - Planning - Updates and maintains official Carroll County Zoning maps. Prepares data, maps, and performs analyses for community comprehensive plans within the following Election Districts: #1 (Taneytown), #2 (Uniontown), #10 (Middleburg), #11 (New Windsor) and #12 (Union Bridge). Concurrency Manager - This position oversees the County Adequate Facilities Certification process and the operation of the residential development database. Development Review Supervisor - This position directly manages and oversees the activities of the employees engaged in the review and processing of development plans and the processing of mylars and Public Works Agreements. Development Review Coordinators - This position performs technical reviews of subdivisions, site plans, and off-conveyances to ensure compliance with accepted design and planning practices, in accordance with State and local laws. Legal Document Coordinator - This position coordinates the processing of legal documents for site development and subdivision plans. Chief Reviewer/Inspector - Administers and coordinates grading, sediment control, landscape, forest conservation, and stormwater management inspections and enforcement programs in accordance with Carroll County's Ordinances and Federal, State, and local regulations. Oversees inspectors' work assignments, schedules, and workflow for residential and commercial/industrial sites, road and building construction, stream and wetland protection/restoration, and landscape/forestation projects as related to appropriate ordinances and programs including joint reviews/inspections. Environmental Inspector/Grading Reviewers (4 Positions) - Performs grading reviews, inspections, and enforcement, as well as sediment control, landscape, forest conservation, and stormwater management inspections and enforcement activities for residential and commercial/industrial sites, road and building construction, stream and wetland protection/restoration, and landscape/forestation projects in accordance with Carroll County Ordinances and Federal, State, and local regulations.
