Applications for an amendment to the Carroll County Master Plan for Water and Sewerage must provide complete information and be signed by the applicant requesting the amendment and by the owner of the affected property. Water and Sewerage Master Plan Amendment ProcedureWater and Sewerage Master Plan Amendment Application FALL 2010 SPECIAL AMENDMENT (HAMPSTEAD PLAN) The Fall 2010 Special Amendment Cycle modifies the Hampstead Water and Sewer Service Areas to reflect recommended changes contained in the recently adopted 2010 Hampstead Community Comprehensive Plan. The Carroll County Planning and Zoning Commission certified the Fall 2010 Special Amendment as consistent with the Carroll County Master Plan at its September 21, 2010 meeting. The County Commissioners had a duly advertised public hearing on the amendment on October 28, 2010. As a result of the public hearing and subsequent deliberations by the Board, a modification was made to the proposed water service area amendment. The Board approved the amendments as originally proposed, excepting the Michael property (Map 41, Parcel 495); this property was recommended for further evaluation as part of the triennial update process. Community surveys found that fewer than half of the affected property owners support the proposal. As a result, the public heraing on the amendment to the Water and Sewerage Master Plan that originally had been scheduled for June 3, 2010, was cancelled. FALL 2009 AMENDMENT CYCLE The Fall 2009 Amendment Cycle consists of one (1) amendment to the Carroll County Master Plan for Water and Sewerage. The Carroll County Planning and Zoning Commission certified the Fall 2009 Amendment as consistent with the Carroll County Master Plan at its October 20, 2009 meeting. The County Commissioners conducted a duly advertised public hearing on the amendment on December 17, 2009, and immediately thereafter acted to adopt the amendment. The Maryland Department of the Environment (MDE) approved the Fall 2009 Amendment Cycle on January 5, 2010. This amendment is now in effect and is officially part of the Carroll County Master Plan for Water and Sewerage.
